    Welcome to the New Delegated Examining (DE) Certification Program

    Delegated examining authority is an authority OPM grants to agencies to fill competitive civil service jobs. Appointments made by agencies through delegated examining authority are subject to civil service laws and regulations.  This is to ensure fair and open competition, recruitment from all segments of society, and selection on the basis of the applicants’ competencies or knowledge, skills, and abilities.  The Delegated Examining Training course and Delegated Examining Certification Assessment (exam) costs include:

    • $1,142 for the three-day in-person training followed by the Certification Assessment to be taken at a testing facility (located throughout the U.S. and abroad)
    • $200 for the Delegated Examining Certification Assessment
    • $200 for the Delegated Examining Recertification Assessment

    Registration and payment for training must be completed at least 72 business hours prior to class, which is the Wednesday preceding the start of class.  Upon completion, you will receive confirmation that you are registered.  Do not plan to attend or make travel arrangements until you receive confirmation of your registration.

    The revised training is part of the overall upgrade of the Delegated Examining Certification Program, which culminates with a proctored examination at a testing center (locations nationwide and abroad).  It is not mandatory that this training be completed in order to sit for the certification assessment.  OPM will continue to offer the training as we believe this training is key to ensuring that all HR practitioners are equipped with the knowledge and applied learning necessary to pass the assessment.


    COVID-19 IMPORTANT NOTE:  While many testing centers continue to be closed due to the COVID-19 pandemic, many centers are reopening to accommodate necessary testing.  Testing centers may need to be closed at a moment's notice.  If you have scheduled your assessment and the testing center closes, you will be notified that your appointment is cancelled.  You will be allowed to reschedule your assessment at a different available location or may elect to wait to reschedule at your original location if it reopens before your deadline.

    Please be mindful to cancel your appointment should you feel ill.  You will be turned away from the testing center if you display any sign of illness (coughing, sneezing, displaying flu-like symptoms, etc.).

    COVID-19 SAFEGUARDS:  You will be required to comply with any specific state and local requirements concerning the use of face masks or other protective gear.  In addition, some testing centers may require the use of face masks and may deny entry for those not in compliance. 

    Please check mask wearing requirements with your scheduled testing center prior to your appointment.

    • Face mask:  You will need to remove your mask temporarily during the check-in process to verify your identity, take your photograph, and to allow the Test Center Administrator to ensure there is no writing or materials being concealed.
    • You are responsible for disposing of used face masks and gloves securely outside of the test center.
